Various functional improvements and corrections have been incorporated into the Transparency portal and the Open Data portal that AOC offers in collaboration with the Open Government Network of Catalonia .

Below we explain it in detail:

New views available
  • Visualization improvements around procurement items 

In this update, new visualizations have been developed for two key items:

  • List of contracts awarded (historical)
  • List of minor contracts (historical)

These items now incorporate a new graphic to visualize the data based on existing information, in the first case from the Public Procurement Services Platform (PSCP), and from the Public Contracts Registry (RPC) for minor contracts. Both graphics are interactive and follow the new graphic design formats of the AOC, which we will be progressively implementing in the coming months. Below we show some images:

The graphs especially highlight the possibility of filters and searches, but above all, the tables with data are shown in a very well-structured format, which makes it easier for citizens to consult the main data. Examples of detailed data tables:

  • How will these visualizations be deployed across the different portals?

Taking into account that the graphics have been built from the information that is already in open data on the portal (automatic source of open data origin PSCP or RPC), all those entities that currently have one of the two current data tables visible on their portal (either “List of contracts awarded (historical)” , or “List of minor contracts (historical)”) , will automatically replace the current tables in each case with this new visualization that includes both a graphic environment and data in a more visual, practical, complete and easy-to-consult way.

However, as with any item on the portal, the portal editor of each entity will be able to modify its visibility, or activate it if necessary.

  • What impact can these new graphics have with “Infoparticipa”?

The Infoparticipa team has collaborated in the definition of these visualizations and in fact they have incorporated the following recommendation for the Infoparticipa 31 indicator associated with public procurement according to their 2023 evaluation guide:

“To validate this indicator, a contract viewer will be required, which can be consulted with graphics and with a simple representation of both the tenders and the companies and/or individuals awarded the contract.”

In this sense, the activation of these graphics is therefore an element that favors the validation of Infoparticipa indicator 31. For more information, consult the 2023 Assessment Guide (edition 12) .

  • Visualization improvements for Collaboration Agreements items

Continuing with the model initiated with the improvements to the contracting items, the “Collaboration and cooperation agreements” item also incorporates a new graphic to visualize the data, based on the public information available from the “Register of collaboration and cooperation agreements” of the Department of the Presidency.

In the case of collaboration agreements there is also a detailed, usable and complete table that shows all the data:

  • How will this visualization be deployed on the different portals?

In this case, and since the automated offer of the item was simply based on a redirection to the search engine of the Registry of Agreements of the Department of the Presidency, the visualization is offered, but it will have to be the editor of the entity's portal who activates it. Doing so is very simple: just enter the item, deactivate the existing redirection, and activate the display of the new default visualization.

New items available

Starting in November 2023, a new item associated with Document Verification with CSV will be offered. This item will appear hidden by default, and you will need to access it to activate it. The item is located at:

  • Family: Services and procedures
  • Subfamily: Services

Functionally, this item allows access to the tool provided by AOC to verify documents through the Secure Verification Code, for example for the e-TRAM receipt.

This is an item that will be hidden by default, but the portal editor can activate it directly or edit it, and customize the text, informing other solutions and/or verification links if necessary. In any case, it is recommended to activate it, and have the electronic office redirect to this item.

 

Other improvements to existing items
  • Improvements in inclusive and accessible language in different items on the portal

Inclusive and approachable language has been improved, as well as descriptions of the following items:

  • Organizational chart of the entity
  • General information about the entity
  • Public employee roster
  • Union released persons
  • Technicians of the entity
  • Data Protection Officer
  • Exercise of rights relating to the protection of personal data
  • Registration of personal data processing activities
  • Document classification table
  • Remuneration of managers who are beneficiaries of subsidies
  • Most frequent queries received by citizens or organizations

  • Call for plenary sessions

The drop-down format has been changed to a table format. A default sort by “Session start date” is now offered, allowing users to search for content more quickly or sort according to their needs.

  • Relevant administrative and judicial resolutions

A new field titled “Brief description” has been added for data entry. This improvement will be useful for providing brief information about each entry.

  • Business Single Window (FUE)

The item name and images have been updated to the current ones, in addition to improving its content with a better explanation.

  • Register of invoices (source e-FACT)

This item, which can be activated by requesting activation through a support request , now includes new informative columns with more statuses associated with the accounting status of invoices.
